Former Mayor of Evanston Steve Hagerty Endorses Phil Andrew for Congress (IL-9)
Former Evanston Democratic Mayor Steve Hagerty, who led through COVID-19, today announced his endorsement of Phil Andrew for Congress in Illinois’ 9th Congressional District, citing Andrew’s courage, life experience, and proven ability to lead and protect others during moments of profound uncertainty.
After meeting with multiple candidates in the race to succeed Congresswoman Jan Schakowsky, Hagerty said Andrew stood apart because of the unique perspective he would bring to Washington at a consequential time for the country.
“Politics as usual isn’t working,” said Hagerty. “This is not simply a moment for continuity. It is a moment for leadership shaped by real-world experience, judgment, and courage. When the stakes resemble a hostage situation, you don’t send in a performer - you send in a negotiator. Phil Andrew has spent his life guiding people safely through dangerous and uncertain moments. He has lowered tensions, protected lives, and made sound decisions when the stakes were highest. That kind of leadership is exactly what we need in Congress today.”

Andrew served as an FBI Special Agent and became one of the nation’s top hostage negotiators, helping resolve high-risk situations across the country. He later founded PAX Group, a global crisis and conflict consultancy dedicated to helping organizations navigate complex and sensitive challenges.
“Mayor Hagerty is a thoughtful and principled leader who served Evanston with integrity,” said Andrew. “I am honored to have his endorsement and grateful for his confidence in our campaign. Hagerty served as Mayor of Evanston from 2017 to 2021 and is the founder of a nationally recognized consulting firm focused on emergency management and disaster recovery, supporting communities across the country following events such as 9/11, Hurricane Katrina, and the COVID-19 pandemic.
Hagerty’s endorsement adds to the growing momentum behind Andrew’s campaign as early voting begins across Illinois.
